After the terrorist attacks on the USA on September 11, the Republic of Turkey took the opportunity to authorize a report, ”Terrorist Organizations in Turkey”, which listed 40 organizations - including our party, The Democratic Party of Kurdistan,Turkey – as terrorist organizations. The report has been officially communicated to ministries of foreign affairs and security services in a great number of countries of international importance, above all the USA and other NATO members. At the same time Turkey demanded that the organizations listed should be included in the target area of “inter- national terrorrism” .
Turkey´s reasons for stamping those involved and those not involved in terrorism as terrorists are well known. It is important to realize that according to the UN Charter and a great number of international agreements the resistance of exploited countries to co- lonial oppression (the struggle for national liberation) is a natural and legitimate right. Nevertheless, most of the Kurdish parties listed - including our party – to this day have not made use of this natural right.
However, the genocides against the Armenian and Kurdish peoples which the Republic of Turkey perpetrated in the years 1915-45 are still remembered. In liberal and demo- cratic circles it is clearly remembered how the Turkish state – which has retained its colonialist, chauvenistic and militarist character from the time of Young Turkey (Ittihat ve Terakki) till today – has used terrorism as a weapon by bringing into action terror groups organized by the state.
A further example is afforded by the situation on Cyprus in the 1950s. On July 1, l958, prompted by the “Avci birlikleri” (hunting units) , the Turkish government authorized the founding of “Turkish Resistance”(Turk Mukavemet Teskilati) under the command of the special units (Özel Kuvvetler Komutanligi) of the Turkish general staff. This organization was guilty of many heinous crimes against the Greek population of Cyprus. These continued until 1974, when - under the motto “The Greeks violate international agreements”- the propagandistic exploitation of horrible and provoking actions against theTurkish population gave Turkey a pretext for occupying Northern Cyprus. This oc- cupation is still going on.
Furthermore, it is well known that the Turkish state has recruited terrorist groups from among Turkish population groups in the Caucasus, the Balcans, the Turk Republics in the former Soviet Union as well as from Afghanistan and Southern Kurdistan.
The Republic of Turkey also committed thousands of terrorist actions in Northern Kurdistan. Parallel to “Apoism”- which the Turkish state tried , step by step, to bring into being within the PKK – Turkey organized the “Hizbullah” under state control , within to so-called “Ilimciler” wing of the Islamic movement in Turkey. Nevertheless, now the Turkish state , which itself de facto founded and ran terrorist organizations, has taken up a position of defence against terrorism and claims support from the “modern and democratic” world. By bringing terrorist organizations into action in Kurdistan, by crimes committed by “unknown persons” ( Jitem and others), by mass murder and by the destruction of more than 4000 local areas, the Republic of Turkey has driven millions of Kurds from their homes. Because of hunger, disease, unemployment and lack of education, the Kurds that were forced to flee their homes were left with no other possibility than begging. Millions of children make up an endangered, potential object of crime. As will be known, with its fascist attitude the government does not rest content with its policy of the complete Turkification of the Kurdish nation within the Turkish frontiers; the Turkish government has declared the continued existence of the Kurdish Federal Re- gional Administration – which on October 4, 1992 was proclaimed before the entire cicilized world in Iraqi area.- as a “cause of war”.
We most emphatically comdemn the heinous terrorist attack on September 11, at the transition to a new world order . We wish to affirm that according to international law and on the basis of United Nations resolutions, the Kurdish people, like all other na- tions, can claim its right to self-determination, and that we will never give up that natural right. In doing so, we hope for the understanding and support of all member states of the United Nations, especially the USA, the EU member states, and all inter- national organizations.
The victory will belong to our Kurdish nation.
